A recent report by the Government Accountability Office (GAO) has revealed a concerning trend among federal agencies regarding the management of artificial intelligence (AI). As AI's presence grows within the federal government, the report notes that certain agencies are struggling to meet deadlines and enhance their AI management practices. This delay poses challenges to the effective and responsible use of AI in government operations.
The GAO report emphasizes that while some initial steps have been taken by these agencies to adhere to guidelines and statutory requirements, major initiatives intended to strengthen AI management are incomplete and overdue. This includes the development of comprehensive plans for AI application, the maintenance of detailed AI inventories, and the issuance of clear guidelines for AI usage. The report issues numerous recommendations to 19 agencies to fully comply with these federally mandated requirements.
In addition, the report sheds light on the current use of AI across various agencies. It found that out of 23 agencies, 20 reported about 1,200 current or planned applications of AI to address challenges or leverage opportunities. This includes AI usage for tasks like border surveillance and drone image analysis. However, the report also highlights that out of these agencies, only five provided complete information about their AI use cases, with others showing gaps or inaccuracies in their data. This lack of precise information hinders effective management and oversight of AI applications within the government.
The findings of this report come at a time when the federal government and Congress are actively working to understand and regulate AI, considering its implications, benefits, and potential risks. Recent efforts include legislative measures to enforce AI standards in sectors such as agriculture and international collaborations on responsible AI use in military applications. The report thus underscores the urgent need for improved AI management practices within federal agencies to ensure responsible and effective utilization of this rapidly evolving technology.
