The U.S. Department of Defense (DOD) is making significant strides in fielding cutting-edge technologies, particularly in the realm of artificial intelligence (AI), according to Michael C. Horowitz, deputy assistant secretary of defense for force development and emerging capabilities. These advancements are a result of key organizational and strategy updates aimed at enhancing the DOD's ability to effectively implement new tactics and technologies.
Horowitz highlighted the department's progress across a continuum of activities, from science and technology investments to fielding capabilities. He pointed out that the DOD has launched new initiatives at each stage of this continuum, particularly emphasizing the role of AI. This approach was discussed during an AI policy conversation hosted by the Center for Strategic and International Studies in Washington, D.C.
A critical development in the DOD's AI integration is the creation of the Chief Digital and Artificial Intelligence Office. This office is responsible for the department-wide adoption of data and aligning AI adoption with the broader defense strategy. This move builds upon foundational strategies established in 2018 and 2020, aiming to accelerate the adoption of advanced AI capabilities to maintain the U.S. warfighters' decision superiority on the battlefield.
Horowitz also discussed the DOD's investments in research, development, test, and evaluation. He highlighted new initiatives to expedite experimentation within the department, all aimed at improving adoption capacity for AI and autonomous systems. The DOD remains focused on ensuring trust and confidence in these technologies, while maintaining a commitment to international humanitarian law as it applies to AI and autonomous weapon systems.
The DOD recently updated its 2012 directive on the responsible development of autonomous weapon systems, aligning it with advances in AI. Additionally, the U.S. has introduced a political declaration on the responsible military use of AI. This declaration, signed by 51 countries, reflects U.S. leadership in establishing global norms for responsible AI use, emphasizing commitments to international humanitarian law, appropriate testing, and evaluation of systems.
Through these efforts, the DOD is not only enhancing its technological capabilities but is also leading in the development of ethical frameworks and governance mechanisms for AI in the defense sector. This multi-faceted approach underscores the U.S.'s commitment to advancing AI technology responsibly and ethically in the global arena.
