EU Issues New AI Transparency Guidelines Ahead of August Deadline

The European Commission on 20 July 2026 released practical guidance for artificial intelligence providers and deployers to help them meet transparency obligations under the AI Act, which take effect on 2 August 2026. These guidelines clarify how providers must disclose AI interactions and apply machine-readable labels to AI-generated or altered content, aimed at preventing deceptive practices.

Under the new rules, providers of interactive AI must inform users when they are engaging with AI systems. Additionally, AI systems must embed markings that can be read by machines to indicate AI-generated or manipulated outputs. The goal is to enhance detectability of synthetic content and reduce risks of deception in digital communications.

Deployers—entities using AI systems in applications—must also respect the new transparency standards. They are required to disclose to users when they encounter deepfakes, AI-generated content on public interest matters without human oversight, or systems using emotion recognition or biometric categorization technologies.

These guidelines mark a significant step in operationalizing the AI Act, which establishes uniform rules across the European Union for both transparency and risk management in AI systems. The move is part of broader efforts to build public trust in AI while ensuring ethical usage across sectors.

The AI Act aims to harmonize AI regulation across EU member states, and the newly released guidelines provide more clarity for compliance. They offer a framework for marking AI content and user-facing interactions, helping organizations adapt ahead of the August deadline with reduced ambiguity.
